What opens, and when
The charter gives Strength no ladder and no levels. Nothing is drawn here because there is nothing yet to draw.
Not yet
A force term in the blow. Carrying already answers to it — hauling a load teaches Strength, and a stronger body's arms close on more — but it is no longer the only road: a basket of woven cord adds its own room to what a body can close on, so a citizen that wants to carry more can get stronger or make something. What a blow does is still decided by what is in the hand and by whether the other body could see it coming, and by nothing at all about the body that swung — a carried basket adds nothing to it.
