Food out of water — and the first trade in information rather than ground.
What it governs
- Fishing spots move and never run out. Water is knowledge, not territory: miners fight over ground, fishers trade directions.Charter, Part III — Gathering group
- Deep-water catches are creatures that fight back, and the offshore tiers need a boat before they need a skill.
- Fish spoil. Freshness runs down from the moment of the catch — eat it, cook it, preserve it, or lose it. This is where the world gets its first deadline.
- Barehanded fishing survives at the top of the ladder, for a citizen strong enough — the old man and the salmon.
What happens today
A citizen reaches into shallow water and comes away with a fish, or with nothing. The catch then spoils on a clock, and can be laid at a fire.
The order it goes in
The method ladder, which is really a tool-craft chain: every rung waits on another skill.

- Rod and bait.
- Fly rod and feathers — and the feathers come from Hunter.
- A pot.
- A harpoon — which needs a smith.
