What happens today
A citizen walks at one of two paces or runs, and a run is a share of the waking spent at twice the walking ground — a quarter of it at Agility 1, half at 99, the level read at the run and nowhere else. Running tires the body double for that share; walking spends stamina that rest recovers; both are arithmetic over the journeys already written down rather than a number ticking somewhere, and what the citizen feels is a sentence about its legs rather than a figure. Running teaches no more per metre than walking: a runner learns more only by going further.
What opens, and when
The charter gives Agility no ladder and no levels. Nothing is drawn here because there is nothing yet to draw.
